Scheduling Rules: Suppress violations when agent has a Leave/Time Off event

When an agent has a leave or time off event on their schedule, scheduling rules still flag violations because break and lunch events are not placed that day.
Since the agent is not working, these violations just create clutter. But there is currently no way to tell Assembled to ignore days where a leave event is present. This creates noisy rule violation warnings that admins need to manually identify and dismiss.
Requested behavior: Add a condition to scheduling rules that allows admins to configure a rule to only apply when no leave or time off event is on the agent's schedule for that day.
For example:
A toggle: "Skip this rule if a leave/time off event is present"
Or a condition field: "Only apply when: No leave event is scheduled"
