Problem

When reviewing a schedule change request, hovering over events in the timeline preview returns a generic "This event is not editable" tooltip (with time range) instead of the event name and details. Reviewers can't quickly see what event is being changed without additional clicks — which adds friction when a request covers multiple events.

Proposed solution

For the schedule change request preview, hover should display the full event details (event name, type, time range) — matching the normal timeline hover behavior.
