This option should be on any page that can be filtered, but is especially critical for scheduling rules. For example, to assign a break rule to "All frontline agents", but then exclude team "specialty breaks".

Definitely would love to see an exclude by filter option on top of include by filter. This would allow us to select agents in a shared team, and drill down by further attributes.
