Allow view-only managers to receive time off request notifications

Today, users without full time off approval permissions cannot reliably receive notifications for new time off requests.
If “Notify me when time off requests are submitted” is enabled for a view-only user, they:
- Do not receive automatic notifications for new requests
- Are excluded from the “Send request to” dropdown, so they can’t be manually selected
The only automatic notification sent in this state is when an approved request is canceled.
