Allow users to approve/deny all requests except for their own

Currently, users can approve all or none of the time off requests — which means managers are able to approve their own requests. We’d like to prevent this by updating the logic to allow users to approve all requests except their own.

For Schedule Change Requests as well, especially since it is currently possible to both require a specific role to request certain events, and also have the ability to approve those requests.
