Allow agents that are not staffable due to having not started yet (start date < the current date) be scheduled to templates

Currently if users would like to schedule agents that have yet to start, they have to remove the start date. It would be nice if we could add agents to templates so we can prep for when those agents do start.

For more context on why this is important: I’d like to be able to build out their schedules using a template, so that it’s ready to go before the agent starts. I can only seem to create their schedules manually on the staffing page.

If I create a template I’m unable to add them to the template until after the agent started. This seems needlessly restrictive.
