Add an aggregate queue-level average handle time per unit of work metric and display it in a dedicated report or tab.

Currently we can see the average handle time per unit of work per agent on the team performance report, but we'd like it if we could see a total of this per queue on some dedicated report.
We'd currently need to use the team performance export for this workflow, but in cases where we need to report on this for a lot of queues, it creates a lot of manual work and exports.
