Add a setting for admins to enable notifications for schedule change requests.

Currently, agents have to specify recipients in their schedule change requests. This puts the onus on agents to add us. When they don't, us admins only know of any pending schedule change requests if we go to the Schedule Change Requests page.
Ideally, there was a setting within User Settings that allows us to opt into receiving notifications for all schedule change requests, just like we have for Time Off Requests.
Alternatively, Assembled could add some sort of flag within the UI to denote that there are pending schedule change requests to be reviewed.

For Schedule Change Requests, the requestor has to designate who the request should go to. We want all of the requests to be sent to the central scheduling team by default. Then, the agents can add additional recipients, such as their manager.
This would streamline the process by removing a manual step, as well as ensuring the right people aren't missing the notification.

Additionally, having revisions and future scheduling requests listed in two separate tabs creates an additional page that admins have to remember to review (in the absence of email or in-app notifications).
