Currently, VTO and EW can only be published for the same event types that have been designated as "eligible for extra work." We would like the ability to offer VTO for some event types and to offer Extra work for other event types. In other words, we would like the ability to designate some event types as eligible for extra work and other event types as eligible for VTO.
