Restricted-site and BPO users can't save a scheduling rule if it's assigned to both a site and a specific individual agent. They can pick one or the other, but as soon as both are selected, clicking Save does nothing — no error, no confirmation, nothing happens.

This blocks BPO/restricted-site admins from managing their own scheduling rules, like site-specific labor law or working-hour limits. Instead, the internal WFM team ends up handling it for them, or has to toggle permissions back and forth as a workaround, which adds manual work on both sides.

We'd like restricted-site/BPO users to be able to pick a site they're authorized for, add one or more individual agents within that site, and have the rule save successfully with both attached.
