Allow agents to Swap a shift more than once

Allow shifts to be swapped more than once
A feature request that would allow agents could swap shifts even if a shift has already been swapped. Currently, it appears that Assembled only supports a shift to be swapped once.
It would also be helpful to add more restrictions such as time between shifts.
